Is sports betting legal in Washington?
Yes, but only at tribal casinos. A 2020 law lets Washington's tribes take sports bets from adults 18 and over under their gaming compacts, and a mobile bet only goes in while you're on the casino's premises; there is no statewide online betting.
What the law allows
Washington opened the door with House Bill 2638, which the governor signed in March 2020. It added RCW 9.46.0364, effective 25 March 2020: a federally recognized tribe can amend its gaming compact with the state to offer sports wagering on its own lands, and betting done under that compact counts as authorized bookmaking. The sportsbook has to sit inside a tribe's gaming facility, so nobody else books bets legally here.
The Washington State Gambling Commission regulates it alongside the tribes and licenses the vendors who supply the sportsbooks. The Commission's sports wagering pages give no launch date, and it says plainly that it doesn't track which casinos offer which bets, so I'd call the casino before driving out for a particular game.
The Commission's rules make the age 18, not 21. Anyone under 18 is a prohibited participant.
What it means for a bettor in Washington
The Commission's rules spell out how the betting works on site. A tribe can run a mobile app, but it has to be geofenced so you can only bet while you're physically on the premises. Leave the property and the app stops taking your bets. That's the part people from out of state don't expect.
The college rules are tight. A book can't take bets on a game a Washington college plays in, or on any college game played in Washington, and minor league sports are off the board too. Office pools and bracket pools have never been legal in Washington, and the Commission says so.
Gambling winnings are fully taxable, and a casino ticket is no exception.
Where the offshore books fit
An offshore sportsbook has no compact and no license in Washington, and the Commission's rules describe taking bets as a business without authority as illegal bookmaking. A tribal book answers to the tribe's regulators and the Commission; a book overseas answers to nobody you can reach from Seattle. I'd keep that in mind before I deposited anything. Our offshore sportsbooks section explains how those books work, and the VPN question covers why faking your location is a poor plan.
If betting is causing trouble, call 1-800-GAMBLER, or look at the Commission's self-exclusion program and our responsible gambling page.

Where is sports betting legal?
Of the 38 states we have checked, 31 allow legal sports betting in some form and 7 do not, as of 28 October 2026. The form varies a lot: some states let you bet on your phone anywhere inside their borders, others only at a casino counter, a tribal casino or through one state-run book.
How old do you have to be to bet on sports?
21 in most states that allow sports betting, and 18 in a few, New Hampshire and Rhode Island among them. The age that counts is the one set by the state you are in when you place the bet, so check that state's regulator.
Is sports betting legal in Oregon?
Yes. The Oregon Lottery offers online sports betting through one app, DraftKings, for adults 21 and over who are inside the state, and four tribal casinos take sports bets in person. College games are not on the Lottery's app.
