Is sports betting legal in Oregon?
Yes. The Oregon Lottery offers online sports betting through one app, DraftKings, for adults 21 and over who are inside the state, and four tribal casinos take sports bets in person. College games are not on the Lottery's app.
One book, run by the state
Oregon does it differently from most states. There is no open market of licensed apps competing for you. The Oregon Lottery runs online sports betting itself, through a single operator, DraftKings. The Lottery's own DraftKings questions page says the app became available on the morning of 18 January 2022, and that the Lottery's earlier app, Scoreboard, was phased out so open bets on it could settle.
The rules are written into the state's administrative code, in the Lottery's Division 93 rules for the DraftKings Sportsbook. Rule 177-093-0015 sets the age: you must be 21 or older. The Lottery's help page says the same, even though 18-year-olds can buy its scratch tickets.
What that means for an Oregon bettor
The location rule is strict. Under rule 177-093-0020, a bet can only be placed while you are physically inside Oregon, and not on tribal lands, and the Lottery has to be able to verify where you are when the bet goes in. Step across the Columbia and the app stops taking your action.
College football fans get the short end. The Lottery says Oregon state government has opted not to let it offer college wagering, so you won't find the Ducks or the Beavers on the app. According to a 2026 reference sheet from the Oregon Health Authority, college betting is available at the sportsbooks in four tribal casinos, which are also the only places to bet in person.
I'll say what I think of a one-book state: it's a monopoly price. With nobody across the street posting a better number, you can't shop the line, and shopping the line is most of what separates a sharp from a square. I'd still rather bet a book the state can hold to account than one it can't. Winnings are income either way; the IRS says gambling winnings are fully taxable.
Where the offshore books fit
Offshore books take Oregon players too. They are not licensed by the state, and the Oregon Lottery has no say over how they treat you. If one slow pays you, there is nobody in Salem to call. The offshore sportsbooks section explains how they work, and the VPN question covers why hiding your location from a book usually ends badly. I wouldn't treat either as a way around the rules.
If you're worried about your betting, the Lottery points to 1-877-MYLIMIT, where you can talk, text or chat, and to opgr.org. Our page on responsible gambling has more.

Where is sports betting legal?
Of the 38 states we have checked, 31 allow legal sports betting in some form and 7 do not, as of 28 October 2026. The form varies a lot: some states let you bet on your phone anywhere inside their borders, others only at a casino counter, a tribal casino or through one state-run book.
How old do you have to be to bet on sports?
21 in most states that allow sports betting, and 18 in a few, New Hampshire and Rhode Island among them. The age that counts is the one set by the state you are in when you place the bet, so check that state's regulator.
Is sports betting legal in Washington?
Yes, but only at tribal casinos. A 2020 law lets Washington's tribes take sports bets from adults 18 and over under their gaming compacts, and a mobile bet only goes in while you're on the casino's premises; there is no statewide online betting.
