Is sports betting legal in Florida?
Yes, through one operator. Florida lets adults 21 and over bet on sports through the Seminole Tribe of Florida, on a phone from anywhere in the state, under the gaming compact the Legislature ratified in 2021.
One book for the whole state
Florida did it differently from most states. There is no open market of licensed books. Sports betting runs through the Seminole Tribe of Florida, under the gaming compact the governor and the Tribe executed on 23 April 2021. The Legislature ratified that compact, as amended on 17 May 2021, in section 285.710 of the Florida Statutes.
The statute covers bets made by players physically located in Florida on a mobile or other electronic device, and it treats those bets as placed where the Tribe's servers sit, on the Tribe's own land. That piece of legal engineering is what lets a bettor anywhere in the state get down on his phone. The same section says a person must be 21 or older to bet on sports.
The state body that oversees the compact is the Florida Gaming Control Commission, through its Division of Pari-mutuel Wagering. In February 2025 its executive director said the only online sportsbook operating lawfully in Florida is the Seminole Tribe's Hard Rock Bet.
What a one-book state means for you
A single licensed book is a monopoly, and I never saw a monopoly hang a better number than a market where books compete for the same bettor. You can't shop the price between licensed books in Florida, because there is only one to shop. What you get in exchange is a book the state can hold to account, and the commission runs an appeal process for decisions of the Seminole Tribal Gaming Commission if a dispute goes against you.
You have to be in Florida when the bet goes in, so expect the app to check where you are. Winnings are taxable income either way; the IRS says so in Topic 419.
Where the offshore books fit
The commission's FAQ is blunt about it. Unless you are betting through a sportsbook run by or with the Seminole Tribe, it says, you are most likely placing an illegal wager, and you could face charges for betting with an unlicensed offshore website. In the same February 2025 release it sent cease-and-desist letters to three overseas books. An offshore book is not licensed by Florida, so the state can't make it pay you. I'd read our offshore sportsbooks page and the one on betting through a VPN before I let anyone tell me otherwise.
If betting stops being fun, the commission lists Florida's problem gambling helpline, 1-833-PLAYWISE (1-833-752-9947), and points to PlayWise; our responsible gambling page has more.

Where is sports betting legal?
Of the 38 states we have checked, 31 allow legal sports betting in some form and 7 do not, as of 28 October 2026. The form varies a lot: some states let you bet on your phone anywhere inside their borders, others only at a casino counter, a tribal casino or through one state-run book.
How old do you have to be to bet on sports?
21 in most states that allow sports betting, and 18 in a few, New Hampshire and Rhode Island among them. The age that counts is the one set by the state you are in when you place the bet, so check that state's regulator.
Is sports betting legal in Georgia?
No. Georgia has not legalized sports betting. Its constitution bans lotteries, pari-mutuel betting and casino gambling except for a state lottery, nonprofit bingo and raffles, and the legislature's own 2025 proposal to allow sports betting was a constitutional amendment that voters would have to approve.
Is sports betting legal in Alabama?
No. Alabama's constitution bars the legislature from authorizing lotteries or gift enterprises, so there is no licensed sports betting in the state, online or in person, and no measure to change that is on the 3 November 2026 ballot.
