How it became legal

North Carolina legalized sports betting with House Bill 347, which the Governor's office says was signed in June 2023. The Lottery Commission let books register players and take deposits from noon on 1 March, and no bet was lawful until noon on Monday, 11 March 2024. That afternoon, the Commission says, all eight licensed operators launched.

The rules live in the North Carolina State Lottery Act, Chapter 18C of the General Statutes, and the North Carolina State Lottery Commission regulates sports wagering. You have to be at least 21.

What a bettor here should know

The Commission's player FAQ is short and clear. You don't have to live in North Carolina, but you do have to be in it when you bet, and the books check your location to make sure. You can bet professional, college, electronic and amateur sports. The law also allows betting at places of public accommodation, but the Commission says there are no such locations in the state yet, so for most people the phone is the book.

The approved licensees page lists the interactive operators, including FanDuel, BetMGM, DraftKings, Fanatics, bet365, theScore Bet and the Eastern Band of Cherokee Indians' enterprise with the Caesars brand. I'd check an app against that list before I deposited, because a copycat site can look exactly like the real one.

I'll say one more thing about a young market. Books spend hard to win players in the first years, and the offers are loud. Read the rollover before you take a bonus; our bonuses guide shows how they really pay.

Winnings are taxable income; the IRS is plain about it.

Where the offshore books fit

Offshore books are not licensed by North Carolina, and the Commission has no hold over them. If a licensed book won't pay, you have a state regulator to go to. Offshore, you don't. Our offshore sportsbooks page explains how those books work, and the VPN page covers why masking your location tends to cost you.

If it's no longer just a game, the Commission's helpline is 1-877-718-5543, or text "morethanagamenc" to 53342. Our responsible gambling guide covers the rest.
